∙ 14y agoIf you are talking about the Team Rocket that is blocking the stairway in the Raido tower in Pokemon Heart Gold, you need to go to the underground tunnel (same city). Its the place where you can get your picture taken of you pokemon. There will be a man there. Talk to him and he will give you a Team Rocket Costume. Put it on and go back to the Team Rocket member. He will think you are part of Team Rocket and let you in!
