Once you have both these items (you should have the necessary badges by this point) you go to the building to the north of the kimono girls dance studio, and the old man lets you enter. Go through the building, and come out on the little path, go to the right, and enter the tower. Ho Oh's at the top.

You go to Pewter where you go through the diglet tunnel. To get in it you'll have to go to the top of the thing on the radio and the talk to snorlax and he'll walk up. Go to the Pokemart not in but by it you'll see a dude and talk to him and he'll give you the Rainbow Wing. Then go back to the Bell Tower and he'll be there!Get the Rainbow Wing and get to the top of the Bell Tower. It took me 16 Ultra Balls. It's a guy in Pewter City (I think) standing on a hill that gives you the Rainbow Feather.
