- reduce the physical dimensions of the "viewing window".

To lower your graphics go to setting or option, and find video. Then you should be able to find Graphics. Then turn that down. Or lower your graphics card.

There's really only one disadvantage, the quality. The more you compress a video file, the lower the resulting quality will be.
To reduce a 700MB video to 300MB, I would re-encode it with a more effecient video codec - H.265/HEVC, or AV1, VP9. These codecs can shrink file size by 50%. To compress furher, you can downscale the resolution, from 4K to 1080p/720p, lower the bitrate, etc. The program I often use is VideoProc for it can compress video files with the least quality loss.
