By "Pantone Color," you must be referring to Pantone Solid or Pantone Spot Color, because Pantone is the brand of a private company that sets the international standard for print colors. "Pantone" does not indicate that something is not CMYK.

The name of a color, or its hue, is the most basic form of describing color. The Pantone color matching system is the best to use to find a specific color, i.e. your idea of turquoise. With computers a numerical readout can be used to describe a color.
You really can't, because the two color books come from different places. About the best you can do is to set your RAL book next to your Pantone book and try to find a similar-enough color in the Pantone book.
