First, lightly sand the poly to smooth out any bumps and to de-gloss the finish a bit. Use 120-180 grit sandpaper or sanding sponge. Or, you can apply a liquid sander instead of using sandpaper. This gives your primer something better to stick to. Next, apply a bonding primer - bonding primers are any primers made to stick to glossy surfaces (check the label). Oil- or water-based doesn't matter. Let dry. Then apply your finish paint in two separate coats (let the first coat dry before applying second coat).

Paint some yellow and red close to the sun that's low in the horizon. Border them with white. all the rest: paint with ultramarine blue and white (that's a darker blue). When that's dry, brush a little bit of magenta over it. Make sure the 'land' part is not too light (it's in the shadow, and you're looking at the sun, so you're blinded by the light).
Typically, you would want to lay down the lightest colors on the canvas and then paint over the light colors with a darker color. It looks better because if you did it the opposite direction, the darker colors would still show through the lighter colors to a degree.

To create a light blue color without using white, you can mix blue paint with a small amount of green paint. This will help lighten the blue color without adding white.
When you add colors of paint, you are adding the wavelengths of light that are absorbed by the paint. When you add light, you combine the wavelength that you see. For example, when you add green, red and blue light, you get white light because white is a combination of all light. When you add red, green and blue paint however, that means that all non-red, non-green and non-blue light is absorbed, which will leave you with nothing (black).
