first check for battery voltage to the valve by probing the wires of the electrical connector with a volt-meter it should be about 10.5 volts if not it's probably bad.next remove the valve and check the pintle inside the valve ports for excessive carbon deposits clean the valve ports and pintle with carburetor cleaner and replace the valve if idle does not improve replace the isc valve with a new one.
You will feel a miss at idle and the idle speed may be erratic. Try retorquing the intake manifold bolts, working from the center out in the recommended tightening sequence. If that fails, the intake manifold will have to be removed and the intake gaskets replaced
An obdII code reader will tell you why the light is on and might tell you what is wrong

Found the problem....I changed the Idle Air Control Valve. Thnaks to all that answered my question. Two things I can think of: Carbon build-up on the injectors; solution: speed on the highway (65+ MPH). Idle is set too low; solution: find the idling screw and turn it up. You probably have a 4.6 motor? If so you may have egr passageways plugging up. Although they usually are a problem whem warm if this is true. Next guess is a sensor such as a coolant temp sensor. It monitors the coolant temperature and tells the computer to adjust the fuel/air ratio. It feeds it more fuel when cold to warm it quicker. If the sensor is telling the computer bad info it may be starving or dumping too much fuel in. The computer controls the idle (no adjustment). I had similar problem on a 96. I changed the air mass flow sensor and it ran like a champ. Took about 15 minutes. Very simple. Part costs about $85 remanufactured. Dealer tried to charge me about $300 to replace!!!

Lots of Monte questions! This is a question with a easy answer for a difficult reason. The idle speed on any 1995 to 2001 Monte Carlo is handled by a thing called the Idle Air Control(IAC) valve. What the valve does is regulate the amount of air that bypasses the throttle plate. The IAC valve is controlled by the Powertrain Control Module(PMC). The PMC is the black box we often called the cars "computer". The IAC valve can be checked with an ohmmeter and is either good or bad. The valve can't be adjusted nor can you mechanically adjust the engine's idle. The PMC also knows what's going on with your catalytic converter because it can read the O2 sensors and match that with other engine data. Long before the catalytic converter were to actually get "stopped up" the PMC would tell the "check engine light" to start yelling at you from it's location in the dash.
The IAC is a small motor on the throttle body that screws a giant needle valve ("pintle") up and down. It regulates how much air is allowed to bypass the closed throttle plate, thereby controlling the idle speed. It moves up for example when you turn the a/c on, to kick it from the usual 900 to 1100 rpms. It's movement is controlled by the PCM (powertrain control module), to maintain the desired idle speed. There is not much to the throttle body... the throttle plate itself, the IAC motor (idle air control), attachments for vacuum lines, and a TP (throttle position) sensor to tell the computer what percentage the throttle is open.

Check for a sticking or dirty throttle plate, and the IAC or the Idle air control valve.
sorry to tell you buddy but the i.a.c ( idle air control valve ) you killed it you never want to spry anything on that part of the electronic fuel system go buy you a new one and reset the memory by removing your posisssstive battery cable for about a minute and i would just about bet it works just fine after ! i only know because i did it myself some time ago. My Honda, in good running condition, idles at 700 RPM This is what it idled when it was new. For the 1989 Honda your idle speed should be between 750-1000 RPM and if you have any questions look under your hood and it will tell you right there.
