Normally you shouldn't paint below 50 degrees, but with epoxy its more 'thick' and usually takes longer to fully cure/dry so it should be good till 40 degrees or so.
cold
Use any quality interior wall paint such as Benjamin Moore's Regal Wall Satin. But not until you have primed those walls! Use Kilz oil primer for walls that have shiny wallpaper on them. If the wallpaper has a flat look, then it would be okay to go to Wal Mart for some Kilz II water base primer.
Yes. Zinnser Bulls Eye 1-2-3 primer can usually be recoated in one hour. Allow longer dry time in high humidity or cold weather or if the primer has been tinted with glycol colorants.
if it is hot out or if you coat it to heavy or to cold the paint will bubble but it is called paint blisters and it can happen with bad paint too if paint freezes or gets too hot
green of course
The car was not prepped right. Klix- Wax & Grease remover was not use. bad primer or maybe no harder in primer. or Rust under paint. it can go on and on. I seen one car that had rust pin holes that made the paint bubble from water getting behind. I also seen a factor fender that had factory primer get painted and the paint peeled off because it was not prepped.
If you are intending to paint plastic pipes because they are visible in a room and you want to disguise them, the answer is yes. For the white or cream coloured pipes, that carry water (hot and cold) from a source, you may need to give them a light sanding to remove the printing on the surface. Follow with a wipe with a tack cloth, then paint with a good latex primer and finish with your top coat. In some cases two or possibly three coats of your top coat will do if you have no primer. For the large black pipes that carry waste water away, a light sanding, followed by a good latex primer and then your top coat will get the job done. If you are painting the pipes hoping the paint will reduce condensation, or worse still a leak, I'm sorry, paint won't help you. If you have used plastic pipe for decorative purposes, then follow the instructions above.

A trap primer line is typically connected to the domestic cold water line, not the DWV system. Its purpose is to prevent evaporation of water in floor drains or traps by periodically supplying small amounts of water. In some cases, local plumbing codes may dictate specific requirements for trap primers.
