I dont know but i have the same problem in my 90 silverdo.
In the older vehicles that used the 1157 bulb, if the bulb is installed incorrectly that can happen.

usually you have to press, or pound with a hammer...if the joints are riveted in you need to break the rivets, perhaps with a chisel...on rare occasion the joints are not servicable and the whole control arm need to be replaced

Break lights come on when you step on the break, they do not come on when the head lights are turned on.
Brake and parking lights? Are you sure, the two aren't interconnected. Maybe it's just the brake light. If so, sounds like a bad brake light switch. If you step on the brakes and the brake and parking (sometimes called running lights) lights come on it sounds like you have a real problem. Suggest you have it checked right away.
When you step on the brake pedal, you close a switch at the top of the arm that holds the pedal. That puts power to the brake lights
Make sure your parking brake is all the way off. If you notice, whenever you step on the parking brake, it turns the driving lights OUT. Even one click on the parking brake may be causing them to not come on. Otherwise check your fuses and there is a relay for the running lights also. Check that as well. Check the DRL diode. It is located just left of center under the dash. Has one screw holding it to the cross bar; kind of a pain to get to, but fixed the problem.

sounds like you need new taillight bulbs
The brake lights should not come one until you step on the brakes. The tail lights should come on when the headlights are on. If they're weak, maybe there's dirt in/on the lenses or maybe the bulb is old and clouded. Change the bulbs and see if that improves things.
Try replacing a bulb. There are instances where a short in the wiring will cause the bulbs to burn out. If that does not work the headlight switch is the next step.
Answer- just replaced headlight switch on 1993 merc.grd.marq. took care of no tailights, no dash lights.you have a bad ignition switchOR, the wiring behind the headlight switch assembly might be bad, the harness can have warped or cracked and/or the wires may have come loose or otherwise lost their connection. Inspecting the wiring for the headlight switch would be the first step if it only occurs when you want the headlights or parking lights on, and the headlamps work but not the gauge cluster lights nor the tail lights, BUT, the brake lights still work.
