Connect your sample points (topo shots with elevations) together with lines so that each point connects to the nearest 3. These are called "Tin lines" The tin lines should not cross anywhere. Now pic a contour interval. Divide each tin line into the nearest number of contour lines and draw them across each tin line. Now connect the countour lines from each tin line. This is a very simple and quick explanation. There are classes and books about this topic.

When the lines on a contour map are closer togaether, the land is steeper. And the elevation of the lines are usually labelled.
