Make sure wall is dry and has been for a while. Place plywood against wall where you are going to attach it and drill appropriate holes using 3/16 drill bit thru plywood and then mark wall. Then using 5/16 masonary drill bit and hammer drill drill holes where marked and using a little bit of construction glue and alligator plugs lightly hammer plugs into wall. Let them dry for a few minutes.
Then generously apply construction glue to concrete wall, place plywood against wall and using a 1 1/2 inch roofing screw which has metal and rubber rings attach plywood to wall.

Concrete blocks are usually used for vertical surfaces -- walls. I believe that poured concrete walls are more expensive than concrete block walls.
