the train pass unlocks latios or latias for SoulSilver or HeartGold respectively which runs around the Kanto region like entei suicune and raikou do around the johto region. catch the lati i suppose. if u havnt already beaten the story u beat all the kanto gyms then you play red at the top of mt silver. the train pass also lets you use the saffron to goldenrod train system once you've restored the power plant

How do you make Entei and Raikou come back if you defeat them in Pokemon HeartGold or SoulSilver?
You can get Entei and Raikou to come back by defeating the Elite 4 and Lance in Pokémon HeartGold and SoulSilver however this only works if you've defeated them previously. They'll keep on regenerating as long as you beat Lance however once you catch them then they won't regenerate anymore.
