If your battery has run down, been disconnected, or replaced - your VW will reset itself to the default settings for the time and temperature. You will see the time displayed as military time where 6 PM will show as 18:00. You can set the clock to standard time (with the ignition OFF) by pressing both the H and M buttons. If you now turn the ignition switch to ON, you can press both the H and M button and the temperature will now display as Fahrenheit rather than celsius.
Update: this was just tested on a 1999 Beetle and it works.
