The only way is to sand it off using succesively smaller grits. I would start with 220 Wet 'n Dry and soapy water, then get down to 400, 600 and finally 1000, keeping lots of soapy water on the part. -I've done polycarbonate headlight covers this way -it works, but is a lot of work.

You cannot. A glue stain, or any stain will show through clear varnish. It is always better to try and remove all stains or marks before varnishing. Almost every glue has a solvent that will remove it.

Super-glue, also called cyanoacrylate or "CA" adhesive. Clear polycarbonate may become foggy (also called "crazed"), though. If you don't want this to happen, check at your local hobby store or on-line retailer for "user-friendly/odorless" ("UFO") CA.ANS 2 -I build rockets too. I don't find Super glue suitable for fins. I glue mine on with a thin layer of epoxy, then a thin edging after the first layer is dry.The body may get wrecked, but my fins are always intact -LOL
