You cannot find Houndour in Pokémon Omega Ruby however you would be able to trade for one whether it comes from another player or from one of your previous games such as Pokémon X for example or you also have the option of using the Poké Transporter in order to transport Houndour from Pokémon Black, Pokémon White, Pokémon Black 2 or Pokémon White 2 over to the Pokémon Bank's Transport Box and then over into Pokémon Omega Ruby.
