True, it does! There is also a technique in water colour where paint is added to a wet surface. This is also referred to as "wet on wet".
wet on wet mean's that you are applying wet paint(usally Artist's oil colour's) on top of wet paint and making it stick together without mixing into "mud", remember the "golden rule",thin sticks to thick.

If it stopped working, check it to make sure it still has ink. If it's out of ink, take it with you to a store and ask an employee if they could help you find the proper ink for it, or just throw it away and buy a new one. if it has ink, scribble over a page till it works. if that doesn't work, wet it a little, that is the part that you would use to write with should get wet. If it still doesn't work, just buy a new pen.

i was wasdhing my hand and my wii controller got wet and when i dried it it was still not working at all so then i got a towel dried it then a blow dryer then i whiped it with my shirt let it sit for a whole 4 days then it was fixed and ready to work again
