How do you get flash in Kanto SoulSilver?

From Vermillion City, go to Diglett Tunnel. Go through there and go south. You will need the HM Cut. Keep going down and you will find a gate. Go in there and Prof. Oak's aide should be in there. Talk to him and he will give you HM Flash. Note: You need to have caught 10 species of Pokemon before you can get HM Flash.

Go to Castelia City. Go in front of the Pokemon Center. Then go 2 aisles to the left. Go to the 2nd aisle and there will be 2 garbage cans. After them there is a man hiding. He might pop out at you. If he doesn't then you will see the tip of his head so talk to him. While you are talking to him he will give you flash.

That is on Pokemon White. If you are talking about Pokemon Black, please search again. Because I only have White and Diamond!

i think u can only get flash in the first region u travel at in the game, and to get it u go to bellsprout tower and u beat the guy at the top of the tower. he will then give u flash.
