How do you get on the top the light house in Pokemon soul silver?

Go up the stairs not the elevator. Then you'll see tons of trainers battle them all and keep on moving up until your trapped in a circular shaped wall talk to the girl Jasmine and then go get her pokemon some medicine. She will open a little door to go out of and go directly down to the first floor. Then get some medicine from a different city's pokemart and go back up and take the elevator.

You can you the elevator in the front, or when you take the stairs for the long way, you must go onto the 3rd floor (count to three) and there is an open window on the right. Go through it to jump off and then when you get down there there is another door, and with that climb up to the top.

You have to defeat all of the trainers in the lighthouse all the way up. then you have to use surf to cianwood and defeat the gym leader. after that go to the pharmacy in cianwood and get the secret potion to cure the sick Pokemon at the top of the lighthouse. to get to ovaline's gym leader, you have to take the elevator this time. Instead of going up the elevator, (which you could take if you beat all the trainers) you must take the stairs and battle the trainers all the way to the top. (P.S. The Gym Leader of Olivine City, Jasmine, is up there taking care of a Ampharos that is sick. You must go west and surf to Cianwood City and go to the pharmacy there and buy the secret potion. Then, before of Surfing back, you must beat Chuck, the Fighting Type Gym Leader. Then, talk to the lady in front of the Gym. She will give you the HM Fly. Then, fly back to Olivine and ride the elevator up to Jasmine, give her the secret potion, and then she will give it to Ampharos, the go back to the gym. You can then beat her there and earn yet another Gym Badge.)
