First you have to go al the way to lavender town then go into the radio station and I forget who to talk to so talk to everyone in there, and this one guy will tell you he gave the Kanto radio thing to you. So then you fly to route 11 and turn on the radio and place the dot at the vrey tip of the radio. Then when snorlax hears the music he will wake up and battle you. If you win or capture him then the space is clear and you may continue the gome.
