go to goldenrod city and defeat teamrocket at the radio tower. PS go to the underground tunnel first a goon will hand you a uniform thinking your a new recruit cool or what but u cant leave the city so go to the radio tower

All you have to do is talk to him then something will shake in the bush/tree. He will get distracted. Run to the mountain when he's distracted, if you dont run through he will get undistracted.

If he does get undistracted just try it again five minutes later (real time) or else it wont work.
