After you have beaten the eight Gym leaders of Johto, you Surf east of New Bark Town. Once you reach land, you have entered Kanto. There is a cave nearby (Tohjo Falls), and you will need Waterfall to get through it. You will have to walk and Surf for a while (you'll also need Whirlpool to get all the items), and you will encounter a few trainers before you reach Victory Road. (You can heal your Pokémon in a house near an Apricorn tree about halfway on the way to Victory Road.)
Inside this new cave, you will need Strength and Rock Smash in order to get all the items lying around. Once you see the exit, you might want to save, since you will encounter your Rival in front of it. After you beat him, exit the cave and move straight ahead, and you will reach the Indigo Plateau. This is where the Pokémon League is.
