Sadly, you cannot get past the first floor of the Kanto Radio Tower in Lavender Town in Pokemon HeartGold (or SoulSilver).
It is not necessary to get to go past the first floor for any part of the game, so don't worry if you think you're missing something.

∙ 13y agoTo get to the radio tower in Pokemon heart gold, you have to go to Goldenrod city. It is just beside the GTS. It will later be taken over by Team Rocket, which you will encounter after defeating the 7th gym.
To get to the second radio tower in Pokemon heart gold, you need to go to Lavender Town in the Kanto region. Not much can be done in this radio tower.

∙ 13y agoAll of the radio towers' front doors are completely open. You can just walk in to one of the two. They are located in Goldenrod City and Lavender Town.
