no ther wasnt an earthquake that i know of in jersey city but there was an aftershock from an earthquake from virginia felt in jersey city. the aftershock was in august 2011 but not sure what date. i think it was the 28. i know this because i actually felt it :)
No, they can't tell that it is a foreshock until a larger earthquake happens. (The largest main earthquake is called the mainshock)

Earthquakes are caused by tectonic activity of the earth. In otherwords, the earth caused the great kanto earthquake :P (: The Philippine plate and the Honshu Plate rubbing together caused the tremors in the earth and the earthquake :)
