By testing it with denatured alcohol. If the paint comes off on a rag soaked with the alcohol, then it is water based, If not, oil.

If you are trying to remove any stain from a surface and you do not know what will remove the stain, but you do know what will harm the stained surface, start with the mildest solution, usually soap and water, then work your way up to stronger cleansers. If nothing removes the stain without harming the underlying surface, then your only option may be to cover the area with a stain-killing primer, then repainting the primed area.
There are different kinds of satin paint - you'd have to know if it was latex, oil, enamel, alkyd etc.
There are probably some types of wristbands that do contain latex. I did a quick search and they have latex wristbands that match latex clothing that you find in adult novelty stores. Since many people are allergic to this material, you should read carefully before purchasing. There's other kind of wristbands too - leather, cloth, rubber, and silicone. I've seen a lot of the rubber or silicone ones at the mall and online. You should check out wristbandnation.com. Their wristbands, i know, are latex free and there are no minimums for the custom ones. For Leather wristbands I've ordered from leather-wristbands.com. Anyway. Hope that was helpful.
It's not that hard. The steps are basically: 1) Clean it really well 2) "paint" it with stain That said, stain is a bit harder to work with than paint, and a bad job will mean that your deck deteriorates more quickly, so you might want to leave it to someone who's done it before. That doesn't have to mean it will be super expensive though. There are a lot of college students out there who spent their high-school summers staining decks and would be happy to do it for $10-15/hour. If you don't know any, try posting a Mission on agentanything.com. Just call it "stain my deck," describe what you want done, and offer a price or accept offers from students. The students know that if you're not happy with the job, you don't have to pay, so they won't accept the Mission unless they know what they're doing.
Trial and Error. Expose yourself to Latex and see what happens.

If your the surface of your hands starts to look like the bumps on the basketball, and start to itch uncontrollably, chances are it is a latex basketball. If you wheeze every time you play basketball, chances are it is a latex basketball. Of course, this is only if you have an allergy like I do. I have never encountered a basketball that did not have latex.
