Take the steering column housing off (usually held by 4 screws from the bottom) and remove the starter cap from the back of the ignition cylinder. In a Nissan, the ignition cylinder usually has a T shaped pin which turns the starter. if you can start your vehicle by turning the starter cap with a screw driver, you probably don't have an issue with the starter.

Timing chains are designed to last the life of the engine and are normally replaced during a complete engine rebuild. If you change your oil/filter as recommended by the manufactrue you will not need to change it. If your 2008 Nissan Altima needs a new chain then you either have neglected the oil changes or there was a factory defect. Talk to your Nissan dealer about warranty service on this.
