With some such tools you can create a circle of a fixed radius at a center point by latitude/longitude. Likewise you could dynamically draw a circle at the center of your current view and redraw itself every time you move then stop. Google Earth Pro can draw circles with the Ruler tool but the free version of Google Earth client does not support this so you must use a third party tool.
