Pour floor leveler (you can buy it at HD or Lowe's) The floor leveler mixes like thin set, but finds its own level with the help of gravity. It works well on a concrete slab that's not level as well as plywood subfloors.

Is it necessary to use a level when installing a water heater?

I install many hot water tanks and only twice had to use a level. If by any chance the floor is soggy and un-level through leaks, then you should first re-build the flooring. I've had to do this 5-6 times out of every 50 or so installations.
