Easy, each form has a different method of leveling. Valor counts the number of strikes on an enemy while in the form as xp points, Wisdom counts the number of heartless Defeated while in the form as xp points, and Master counts drive orbs obtained while in the form as xp points :)
You can't, since you are fighting by yourself, you don't have Donald or Goofy next to you fighting with you to beat Sephiroth, therefore you don't have anyone to help you turn into a drive form.

Final form levels when you kill a certain amount of nobodies. (very hard to level when you have to kill around 10 nobodies to get a exp point.

By using your drive forms as much as you can. The trick is to go to the Cerberus Cup in the Olympus Coliseum(the one where you can use Drive Forms intesively). Then, use them as much as possible. You'll need to have reached the final door in the world that never was though.
