I had a Halloween party and we did a pinata, wraped each other in TP like a mummy, and everyone just wore a costume and my little siblings judged the costume contest (so they didn't feel left out and bug me). Then we just all danced to 'Halloween music' (ghostbusters, etc) and hung out. We didn't have to many decorations but we had a million balloons so popping them or playing vollyball with them was a good icebreaker. We made a lot of cupcakes and just left them out so we wouldn't have to all sit down with my mom and be all awkward.
the first thing is to make sure the person you are throwing a party for doesnt suspect anything! then party decorations, and after food and all of that if it is still within your budget by party poppers and make sure they explode just as the birthday person enters
