You take the fabrics stack them and with a exzacto knife or better yet one of those really sharp fabric cutting wheels. You cut the fabric the size of fringe are up to you that includes their width and length. I cut mine an inch wide and about three inch long. Keep in mind that you will need to tie the layers together in the same spot so take care to keep your fabric in place as you cut.
