You take the fabrics stack them and with a exzacto knife or better yet one of those really sharp fabric cutting wheels. You cut the fabric the size of fringe are up to you that includes their width and length. I cut mine an inch wide and about three inch long. Keep in mind that you will need to tie the layers together in the same spot so take care to keep your fabric in place as you cut. Purchase fabric to do this measure a little bit bigger than the amount that you wish to cover you (you know for the fringe) well hope this helps!!!!!

I cut the fringe all around the edges of each piece, and then tie them together, but stacking the fabric will insure you have an exact match of the fringe pieces to tie.

Of course! Any basic sewing machine should be able to sew two pieces of fleece together. Just be sure you are using the right kind of needle (metric size 70-80, imperial size 10-11) and some nice 100% cotton thread, to avoid getting the machine jammed up.
