Take the seat off by unbolting it from the floorboard. Take the seat and the broken piece to a welder and have them weld or braze it back in place.
try under the front passenger seat
Move the seat all the way forward then remove the nuts or bolts from rear. Move the seat all the way back then remove the front nuts or bolts. Tip the seat back and disconnect the electrical plug(s). Remove the seat from vehicle.
Lift the lid up on the in-floor storage behind the drivers seat and trhe wheel brace is attached inside the lid.

Hi sit in the back behind the passenger seat and remove the headrest. Tilt the seat as far as possible foward, on the slides of the seat in the bottom left and right is levers that needs to be pressed and that will release the seat and swiwel foward.

the battery is located underneath the passenger seat, just slide your seat back as far as it goes and underneath the rear of te seat there is 2 little levers either side of the seat , pull these together and lift the seat, and there is your batery
The passenger seat tilts forward. Either push it fully back or fully forward (can't remember which one) and there is a little lock, like you have on the rear seats, push that down and lift the seat giving you plenty of room to work on the battery.

No, the seats in a 98 Cadillac Deville are all electronic so they cannot move manually. You will have to get the electrical components fixed before the seat will move.
The passenger would move forward, and either hit the seat or the windshield due to the inertia of the passenger (tendency to not change motion).
