How do you paint an old wooden porch floor which is splintered in some places so that it will last more than a couple of years and what type of paint should be used?

Sherwin Williams' "Duration" is not a good paint for porch floors. It won't peel easily, is self priming, but it is not designed to walk on. It is too soft, stays somewhat flexible, and goes on too thick. Use their Porch&Floor (high gloss) or ArmorSeal Tread-Plex (semi gloss) instead.
And by the way: it is very unlikely that any painted porch floor will last longer than a couple of years, unless you only look at it.
Apply a solution of 1 part bleach to 3 parts water; let stand 15-20 minutes Powerwash the porch Scrape and sand until relatively smooth Apply one coat latex primer such as KILZ II found at Wal-Mart and Lowe's Apply two finish coats of latex exterior enamel Suggested finish: Sherwin Williams "Duration" which is guaranteed not to peel and is truly a superior finish both in looks and durability (expensive! but worth it) Note: Never paint with oil outside; oil dries to a hard finish and when the sun and heat hit it, it cannot stretch so it cracks and eventually peels Note: Never roll paint onto wood. If you must roll, brush out paint while it is still wet so that you work it into the fiber of the wood where it does its protecting
