Rusty metal more than likely contains iron oxide. It is easy to remove with sandpaper. There are also chemical removers out there like "CLR" which stands for calcium, lime and rust remover. Be sure not to inhale any dust or fumes and it's a good idea to make sure you've had a tetanus shot within the last 10 years before working with any rusty metal.
Wire brush, and sand it until all rust and pitting is removed. You may have to use Naval Jelly on very stubborn spots (it's available at any hardware store). Then prime it. If you don't prime bare metal before painting it, you will get very frustrating results. Finally, paint with the color of your choice.
Any primer is going to seal the surface which is all the gesso is doing.
