Rusty metal more than likely contains iron oxide. It is easy to remove with sandpaper. There are also chemical removers out there like "CLR" which stands for calcium, lime and rust remover. Be sure not to inhale any dust or fumes and it's a good idea to make sure you've had a tetanus shot within the last 10 years before working with any rusty metal.
Any primer is going to seal the surface which is all the gesso is doing.
