The lock is accessible by removing the steering wheel and the signal switch underneath. You have to depress the spring loaded catch that is visible from above with the tip of a flat blade screwdriver and it will pop out.
On older cars this requires the inserted key to be pressed inwards and turned counter clockwise. Newer cars the ACC (accessory) is usually one click towards the starting mode.If the key won't turn to this position it means that the ignition switch is faulty and might need to be replaced.Many newer cars most things like the radio will work without having the key in the ignition. My '04 Jetta works that way ... the radio will play for one hour without the key and then turn off by itself.
Take it to an independent garage. On some cars it is fairly simple to remove the lock cylinder and replace it (the ignition tumbler & keys for my 1989 cavalier was only $25; unfortunately, it is a long task to get it apart). If it is the ignition swith, same applies, on some cars it is quite simple. I found that the best advice I gto was from an auto wreckers (they know how to dismantle a variety of vehicles)
found this, might be the same, Merry Christmas, anyways! :) For a 1988 Mercury Marquis remove bottom shroud from steering column (5 Philips head screws). There is a wire running from the ignition switch to the left side of the steering column; detach it from the coupler (This can be done without a tool). Turn key to ON position until the panel lights come on. There is a small pin near the bottom of the key lock; push it in and pull the ignition switch out (don't panic if the wire seems to be stuck; it will come out). To replace, turn new ignition switch to same position. Push pin on the ignition switch in while sliding it back into the steering column. Reconnect wire and then replace shroud.

Hold down the LOCK and UNLOCK buttons on the remote until the doors lock andunlock. This may take up to 30 seconds.11. Repeat step 10 NOW for each additional remote. (Including any existing remotes).12. Turn the ignition to the ON position to exit the programming mode.13. Test remote(s).
I don't know if you have that auxiliary position for the key in the ignition. That got me for a while until i figured out you can play the radio without having most of the car systems on. Turn the key forward one click and pull the key out. That seems to work. If you cant turn the key, well, that might be a bigger problem.

you need a new ignition tumbler.
you need to have the ignition barrel in the on position otherwise you cant to it.
i have never been able to get it out without messing up the colum it easier just to replace the sterring colume
You can reset the theft system in your 1994 Cadillac Deville by putting the key into the ignition. Turn the ignition to the auxiliary position, without starting the engine. Leave it in this position for 30 seconds.

Turn on ignition without starting and wait 7 secs then turn to acc position and wait 4 secs. 4.Turn on ignition without starting and wait 7 secs then turn to acc position and wait 3 secs. 5. Turn on ignition without starting and wait 7 secs then turn to acc position and wait 2 secs. 6. Start car and wait 3 secs then turn off wait 3 secs and start car. Took me 2 tries as I was not getting the timing right...but it worked.
Hey Duster, remove steering wheel, remove the lock plate, this require a special tool, the ignition tumbler id held by a torx bolt, and it will slide out.. get a manual for any Gm car of that vintage....hope thuis helps..

The dealer you bought it from may have the key code on file. The key code allows them to cut a key without having the original.
Ignition switch! Try turning the key to "on" position without starting vehicle. Leave key on for about 10 seconds. Try this twice. I had a 1997 Chevy blazer that was getting no gas or spark. Drove me crazy for three months. pulled fuel pump ,(was working fine). Truck would turn over ,but would not start. It ended up being the ignition switch. My key & tumbler was ok, but the switch in there wasn't. Cost for ignition switch is about 130.00.
