This is a really tough problem. The tie rod end is a ball and socket arrangement with a tapered stud. The tapered stud usually is a force fit into the steering knuckle. What you've done is loosen that force fit and now the whole stud is turning.
First, I have to ask if you removed the cotter key from the castle nut before you tried removing it? If not, then that's why the stud is turning. If the cotter key is out, then try using a C clamp to squeeze the stud back into the steering knuckle so you can get some resistance.
Also, you can try using a die to rethread the rusted threads on the stud.
If all else fails, you'll have to get a nut cracker and split the castle nut. Then you'll have to buy a new nut.

There isn't any fuse then is linked to the alternator on a 1996 Mercury cougar. The alternator has an internal regulator, but does not have a fuse.
I can tell you that on a 2000 mercury cougar it is a fuse on the positive cable between the battery and the alternator

If the bearings in the alternator get bad enough it can lock up.
It should be the same as for a 2002 Mercury Cougar which is answered in WikiAnswer under the Question; " How to remove alternator from a 2002 Mercury Cougar 2.5L V6." The 2000 Cougar may be different by having an upper alternator BOLT. If it does, and you can't lift the bolt out (after fully loosening the bolt), lower the alternator and you can, then, lift the bolt out. When you begin to install the alternator (attach the power wire, and the wire connector) place the BOLT in the upper hole in the alternator, and THEN, raise the alternator to install.
This happened to me on a road trip in my 84 Cougar. It was a long time ago, but first make sure your belts are tight! But I believe you may need to replace the alternator. If the battery is old, its cheap insurance to do both.

The charging system is the alternator which is on and functioning anytime the engine is running. If not, then you have a problem with the alternator.
The door lock, on your 1999 Mercury cougar, can be replaced by removing the inside door panel. The locking mechanism is easily visible and can be changed.
