Chalking is caused by the existing paint failing. The best way to temporarily remove it is with a good pressure washing. Make sure that your get the building sealed prior to applying a new coat of paint, or the failing paint (which is causing the chalking) will continue to bleed through and prematurely cause your new paint job to start chalking.
