Chalking is caused by the existing paint failing. The best way to temporarily remove it is with a good pressure washing. Make sure that your get the building sealed prior to applying a new coat of paint, or the failing paint (which is causing the chalking) will continue to bleed through and prematurely cause your new paint job to start chalking. It's always worth it to get it done right the first time.
