Soak again in water ( I know this sounds really dumb, but it works) Warm water is best for atleast overnight, then slide apart. Hang to dry and you will not have any further damage to the photos) If they are already water damaged, you may need to have them manipulated back to their original condition. ********* I would immerse them in cool water for no longer than is required, checking every 15 minutes or so. Warm water may soften the emulsion enough to cause damage as you separate them, and soaking too long may cause the emulsion layer to separate from the paper backing. Also, I recommend distilled water for this since even good tap water can contain chlorine, fluorine and traces of minerals such as calcium and iron.

I experimented with a number of mixtures of liquids using water as a basic ingredient. None worked until recently when I made a solution of water, white vinegar & concentrated Dawn detergent.
