Years ago I had a bottle cutter. They still sell them. They'll cut several different diameters. I suggest looking in a craft store. Save yourself a headache and buy the real thing. They are not to expensive and work well. I actually seen one offered on ebay.
to cut a glass tube you just need to rotate the glass against a glass cutter until the etch the cutter make meets the starting point. Then you tap gently against the inside of the tube along the etch the cutter made. In the late 70's and early 80's there were bottle cutters that did this so you could turn a normal glass bottle into a drinking glass.
Glass makers often emboss numbers, letters, and symbols on the bottom of bottle for various reasons. Some of the numbers denote the manufacturer of the bottle. Some reference the company to bottle was manufactured for or the product the bottle was meant for.

To smooth sea glass edges effectively, you can use sandpaper or a rotary tool with a grinding attachment to gently sand down the rough edges until they are smooth. Be sure to wear protective gear and work in a well-ventilated area.
To effectively smooth the edges of glass using a glass edge smoother, you should carefully run the tool along the edges of the glass in a gentle and consistent motion. This will help to remove any sharp or rough areas, creating a smooth and safe finish. Be sure to wear protective gloves and goggles while working with glass to prevent injury.
To achieve a professional finish on glass edges through polishing, you can use a series of increasingly fine grit polishing pads or abrasive compounds to smooth out the edges and remove any imperfections. This process will help create a smooth and shiny surface on the glass edges.

To smooth glass edges effectively using a Dremel, you can use a diamond-coated grinding bit or a sanding drum attachment. Start by securing the glass piece and wearing safety goggles and gloves. Then, gently grind the edges in a circular motion until they are smooth and even. Be sure to work slowly and carefully to avoid chipping or cracking the glass.
Glass edges are fire polished to remove any sharp edges that may cause injury. The process involves heating the edges of the glass to high temperatures to melt and smooth out any rough or jagged areas, resulting in a safe and smooth finish.
