There's a tab along the top of the page that says 'Submit'. Mouse over it and click 'Submit Art' from the drop-down menu. You will then be taken to a page where you can upload a picture, title it, categorize it, so on and so forth. This is all assuming you have an account and that you're logged in.

You have to save your picture to your picture file on your computer. After you do that you just go on deviantart and click on submit art and follow the instructions to upload a picture.

Yes, in recent times (2010) a new feature was added known as deviantART muro. To access it, highlight the "Submit" option at the top of the page and select "Draw with dA muro."
If you have photo shop or some other art program with layers- then erase the layer all around the drawing so it's checkered - then save and submit it to deviantart. You will see where ever it was checkered now has no background.

If you mean directly draw line art on DeviantArt, then there is a online application called DA Muro that you can access under "submit". If you mean upload line drawings, then absolutely. Save it under "Resources and Stock Images".
