Garbage (domestic trash, plant waste , food scraps, oils, diapers, etc) essentially forms a disgusting tea bag under the surface of the soil. As water percolates through this mixture the dissolvable materials wash out, oil and toxics are washed out and bacteria are allowed to enter the mass and rot the organics present. The leachate (essentially the "tea" created by this "teabag) contaminates the water in the underground water supply or escapes into surface water. Aside from the water related waste, the site can produce methane gas, a powerful greenhouse gas and fire hazard.

This can be prevented by creating a proper landfill. This would include waterproof covers and bottoms made out of clay, plastic liners and leachate collection systems. A properly designed, utilized and maintained landfill does not pollute.
