Use a piece of wood the size you would like the picture frame and cut out the size you would prefer for the picture in the middle. Typically you can find a plain picture frame at your local craft school just for this use. Glue each piece of glass on the frame leaving gaps in-between for the grout. Let glue fully dry. Then pour grout all over and wipe excess off. Once finished filling the grouts use a rag and wipe clean the glass. Let grout dry some then go back and use a damp wipe to fully clean each piece of glass, before the grout dries completely.
If you mean making the glass itself... it's a form of chemistry, or perhaps it might be considered to be "ceramic engineering" if the color is an intrinsic feature of the glass instead of being painted on afterward.
Originally stained glass windows were made from colored and clear glass which were all hand made. They also used a glass cutter and made each design by hand. With today's technology a machine is used to create stained glass and its patterns, they are now normally made with metal salts and minerals are used to add the color.
Glass. When a stain glass window is made a pattern it cut out and placed over the glass. Then, the glass is cut around the pattern and the pieces are put together with lead. More or less like a puzzle.

Coffee mugs are usually made of ceramic earthenware materials instead of glass, because materials such as porcelain retain heat better than glass. If glass gets too hot, it will shatter.
With many Tiffany lamp shades, when you tap on them using your knuckle or finger tip, it does not feel like glass. That is more evident when the shade is made of smaller glass panels / pieces. When small panels of stained glass are soldered together, the vibration that it gives off when we tap on them feels more like plastic than glass; the vibration is dampened by soldering small panels of glasses together. To verify that the shade is indeed made of glass, you can use a fork to tap on the Tiffany shade lightly. You can feel the glass tone better. If you accidentally drop the shade, it WILL break. Tiffany stained glass is thicker. When you tap on them, you are actually feeling the stain coating. They are rolled out from a big sheet of glass initially, stained into different color and then cut into little pieces before being soldered together. Unlike plastic, they have variation and rippling surface.
