It depends on the type of paint you're using. Anywhere from one hour to 24 hours for recoat. Your best bet is to refer to either the instructions on the can or the technical data sheet for the paint.

You should not apply stain after paint . They are two different things and there is no point doing this. Stain is for bare prepared wood, not for going over paint.

Primer is usually dry enough to paint over after a couple hours depending on how porous the surface is.

Be sure to lightly sand the the surface after priming to ensure a smooth finish.
