If you stain with a breathable stain such as from SANSIN Corporation, you may coat anytime. If you're sealing it, you should wait until the moisture content is at least 12%. I can't tell you how long to wait because that depends on the humidity, temperature, how long it has already been cut etc.

Is there something you can put over finished wood so you can paint it without it peeling?

A wood Primer is required to coat the wood before the paint is applied. The Primer seals the wood and is better suited to being painted as the wood alone will soak up the paint causing it to dry too quickly and peel.

Can I paint a wood outdoor table or will that damage it?

The paint itself will not damage the wood, but make sure that the paint is of an exterior grade. If it isn't it will start to peel quickly becuase of the oisure and sun exposure. the sun can be very damaging to paint so an exterior grade paint is a good option because it's formulated to withstand the effects of sun and rain. Worst case scenario you can use a paint stripper to take the paint off then sand the wood and it'll look like it did before painting.
