That would depend on what the ice is being used for and the location.

If you are only using it to serve in non-alcoholic cold drinks like soda or juice, than around 1 pound per person. (200 pounds for 200 people).

If you are using it to serve alcoholic drinks (cocktails) and/or blended drinks (or fruit smoothies), expect at least 3 or 4 pounds per person. (600 to 800 pounds for 200 people).

If you know the people well and know that they drink an excessive amount of blended drinks and cocktails, you may need more.

If you also need ice for cold storage and not just for drinks you will need considerably more; you will need to judge the amount of ice needed based on the volume of cold storage you require and not just on the number of people. An additional 20 to 100 pounds per storage container that needs to be kept cold, depending on the size of the container.

If the service is to be held outside on a hot day, you could need considerably more, at least double. Ice melts quickly and cocktail bar services outdoors in the heat go through tons of ice.

These estimates are based on a 2 to 3 hour party time. If the reception is planned to be longer than usual (like an all day event rather than just dinner and dancing) you will need more.
