No, they don't. Normally the doors are brought in by the door guy and fitted after painting is all done. Even if painters did paint the doors, I've never seen the tops done. They are generally primed at the door factory. Doors should be painted or finished all 6 sides, otherwise you run the risk of the door taking on moisture and prone to warping.
