There's a rubber bumper that the brake pedal switch hits against to turn off. When the bumper gets old it falls off (you will notice the pieces on the floor when you get in). Without the bumper in place the switch post just goes through the hole that the bumper is supposed to be in and is never depressed and the brake lights don't shut off.
