Replace the rheostat under the passengers footwell. Should be two screws on a plastic casing pull it down and pop the rheostat out and replace.

This has much to do with how the air conditioner and the heater is vented. If the air conditioner draws its air from outside it could be picking up air / smell of smoke from the other family and then redistributing it into your home. A heater on the other had usually has a heater input vent within the house it is heating (it draws the interior air in and then heats it blowing it back out) as the air within the home will be significantly warmer than the exterior air.
It is probably a lack of vacuum to the actuator that controls the air doors. Check for hissing noises under the dash and make sure all vacuum lines uinder the hood are connected and not kinked.
The heater coil and a heater core is the same thing. Hot water circulates from the engine and through the heater core then back to engine generating heat for your heater system.
The port for the block heater is a small hole approx. the size of a quarter located on the windshield side of the motor, closer to the driver side of the car. It is just below the head (top part of motor) in the cylinder block. Make sure the hole is clean of dirt and debris by blowing it out, then simply push the heater element in until it clicks, that's it! ...well then you should plug the cord in... but that's it I swear!

Low coolant and a clogged heater core are possibilities.

If you feel no air blowing at all (when you are not moving) then your fan is not blowing. If it is blowing air, and it is cold, when the heater is on, then most probably your heater core is leaking, or is clogged. These are easily replaceable and go bad all the time in older cars.
You may need to replace your Thermostat or your Heater Core.
