King John
15 June 1215, at Runnymeade.
King John was forced to sign the Magna Carta by a group of English barons and knights. These barons and knights rebelled against King John's unjust taxes and his way of ruling. They captured London and forced King John to sign the Magna Carta at Runnymede. King John later declared the Magna Carta null and void. He never had any intention of abiding by the document and never ruled under its authority.
Well, first of all, he was forced to sign it by angry barons at a place called Runnymede. And he actually didn't want to sign it, because the original document actually limited his power such that he would only become a king in name, and would no longer have any more kingly rights. But he was forced to sign it by his barons, who were angry and greatly outnumbered him. After he signed it though, he fled. The pope at that time, Innocent III, also did not approve of the Magna Carta, saying that king john only signed it because he was forced to. The pope promptly released the king from his agreement.
Because the people were fed up with him misusing his tons of power and the people not getting a say in anything that he did. The Magna Carta took away some of the king's abilities and made his power slightly more reasonable.

King Kalakaua of Hawaii did not personally give Pearl Harbor to the US. The decision to allow the US to use Pearl Harbor as a coaling and repair station was made by his successor, Queen Liliuokalani, in 1887 through the agreement known as the Reciprocity Treaty. The treaty was motivated by economic benefits and the desire to maintain good relations with the powerful United States.
