It certainly can be. Heart rates vary greatly from person to person. In fact, Miguel Indurain, a Spanish cyclist, had a resting heart rate of 28 bpm, and he's in top physical shape.

I assume you're talking about a resting heart rate, though. If you've still got a heart rate of 42 after jogging or working out, then you should probably see a doctor.
