Painters' tape isn't always blue, sometimes it's green, depending on the manufacturer. However, painters' tape is made in color to differentiate it from regular masking tape. This makes it easier to identify in both the retail store and the toolbox. Masking tape has more and more aggressive adhesive on it, when it is removed from painted surfaces it can and often does, leave an adhesive residue behind or remove some of the top coat of the paint. Painter's tape is designed to be easily removed with the least amount of damage/cleanup. This is not to say you can leave painters' tape on a surface indefinitely and have it come off with no difficulties.

Is the paint peeling by itself, or only when the tape is removed? If the paint is peeling by itself, and your placing semi gloss over semi gloss, you may need to lightly sand to rough up the surface so the new paint will adhere better. If the paint is peeling when the tape is removed, you may need to use a high quality tape, such as Scotch Blue Painters tape, Or Frog Tape. these tapes are more expensive, but often provide much better results. Also when the tape is removed, the paint either needs to be really dry, or still wet, not somewhere in between. Try pulling very slowly at an angle away from the area that was painted, this technique also helps
You paint around the highlights-the highlights are plain paper showing through. If you want to make sure the highlights remain white while you are painting, cover them with masking fluid or tape. Otherwise, just be careful.

Lay plastic protection sheets on the flooring. Make sure you use blue painters tape and tape around all the edges fo your baseboards etc. Once the paint is dry you can remove the tape and plastic sheets

You will definitely need painters tape! It's a must have for anyone painting stripes. It's easy to use. First you would do your color you would like your stripes to be. Then you would place the painters tape where you would like the stripes and then paint over the tape with your main color and Viola! Stripes you have!

Paint the entire wall the entire color of what ever your lightest color is(white). Use a high quality tape that is the thickness of the stripe you want. Put the tape over where you want the white strips to be, paint the wall the darker color (black) remove the tape. removing the tape while the paint is wet will be the easiest, but you must be very careful or the paint will blend or be messed up. The tape can be removed when the paint is dry also, but remember the paint either has to be really wet or really dry or it may peel when the tape is removed. And use a good tape, like scotch Blue Painters Tape, Or Frog tape. Dont use the cheap stuff you wont be happy.

3M has a great painters tape available. It is ScotchBlue (TM) brand painters tape. It is available in different widths and sizes. It adhers to the wall very easily without leaving marks and it also removes easily too when you are done with your painting.
