I suppose if you were doing a faux fresco you could use tempera paint, but this wouldn't be done using plaster but on paper in the same style. On plaster I don't think the tempera would work.
Some paint stores can scan an item and create a paint color that is similar or exactly the same. There are some stores that would need a sample or a piece of the item to create the paint color.
Your paint should dry to the exact color of the sample, if it does not, the color was mixed wrong. When you apply a fresh coat of the same color paint, it goes on lighter, and darkens as it dries.

Most paints do, either by drying or by rotting. Egg tempera (real egg tempera) can be used for a few days and then it starts to smell bad, caseine paint too, unless lots of preservatives were added. Factory egg tempera and caseine paints contain preservatives to prevent it from rotting. Oil paint should be kept away from oxygen, because that 's what makes it dry. (if partly dried, it won't make a good paint film anymore). For acrylic paint, it's more or less the same.
